Because ethanol is made from renewable, plant-based feedstocks, the CO2 released during a vehicle's fuel combustion is "recycled" by the plant as it grows (photosynthesis). New technologies, additional feedstocks, and higher blends of ethanol including E85 all promise greater C02 reductions.
